This firm is participating, as a principal author, in the development of CCA related (EA) Environmental Assessment Guidelines for Practitioners and Policy-Makers for incorporation into the (EIA) Environmental Impact Assessment process. Furthermore, the firm as a member of the interagency (CEAA) Canadian Environmental Assessment Agency contract, and will utilize the Voisey Bay Mine as a case study to determine what differences might have occurred had climate changes been considered in the EA Report prepared in 1997 for the Voisey Bay Mine development in northern Labrador. Areas of potential impact identified in the EIA were: vegetation, wildlife, water and fish, shipping, and effects on aboriginal people.

BTE Engineering is an active member with the Environmental Services Association Nova Scotia (ESANS). It represents ESANS in the Middle East and North Africa. Also, BTE Engineering is an active member with the Climate Canada Atlantic team (CCA). CBCL Consulting Ltd.

CBCL has recently completed a Federal project for analysis of new agricultural irrigation sources for two watersheds in Nova Scotia's Annapolis Valley. A section of this report addresses the many impacts of future climate change on agriculture in the Valley, and recommends adaptations that can help mitigate these impacts.

The company is in the process of evaluating the City of Fredericton, New Brunswick's environmental planning policies, which includes analysis of climate change adaptations. CBCL's recommendations will be used to update the City's Municipal Plan, Future Land Use Map, and Zoning By-law. (The City of Fredericton has already written a report on climate change mitigation).

The firm is in the process of writing a Watershed Management Plan for the James River Watershed, which supplies the Town of Antigonish with drinking water. Climate change adaptation will be part of this analysis, and will be considered in calculating ranges of potential climate change impacts on surface water runoff and groundwater recharge "budgets". The water "budget" in turn, affects the water quantity and quality available for recharge of this public water supply reservoir.

This firm is currently assessing the implications of climate change on coastal wetland systems, particularly in relation to highway routing. The company has also incorporated climate change considerations into its environmental assessments for the offshore oil and gas industry. This firm offers both policy and technical competence related to EIA and affects monitoring.

Issues of CC environmental affects on a project are becoming increasingly important. Consequently, CEF is building adaptation considerations into its EAs for the offshore industry. CEF is partnering on the CEAA project to further develop methods to incorporate CC considerations into EIAs, and is looking specifically at coastal estuaries and flooding issues.

This firm supports the development of CCA related EA Guidelines for Practitioners and Policy-Makers for incorporation into the EIA process. The firm as a member of the interagency CEAA contract, and will utilize the Beaufort Sea project from the 1980's as a case study to determine guideline applicability and replication.

In addition, the firm is assisting in the development of draft guidelines for the incorporation of climate change adaptation into design, development and operations management decision-making (i.e., municipal infrastructure). It is also looking at the application of CCA Guidelines to storm water calculations and infrastructure decisions for a proposed mixed-use sub-division within the Halifax Regional Municipality.

Dillon is playing a lead role in a CEAA( Canadian Environmental Assessment Agency) funded project to conduct adaptation case studies across Canada for the development of adaptation oriented environmental assessment guidelines. Furthermore Dillon is centrally involved in other climate change initiatives such as green energy, (ie: wind power applications and green house gas emissions reduction) through environmental management systems.

A national network that facilitates the generation of new climate change knowledge by bringing researchers together with decision-makers and other stakeholders from industry, governments, and non-government organizations to address key impact and adaptation issues.

CCA is a primary concern of C-CIARN. This network is committed to identifying potential climate change related funding sources, and assisting in the development of comprehensive research expertise and CCA strategies supporting C-CIARN's national sectoral interests: health, water resources, coastal zone, forest, agriculture, landscape hazards, and fisheries. In addition to integrating these national issues in a regional context, C-CIARN Atlantic attempts to address issues such as communities, infrastructure, biodiversity, protected areas, and marine concerns

ESANS is one of the founding members of the ClimAdapt project and was instrumental in bringing the partners in the project together. The project was an offshoot of the International Financial Institutions workshop that took place last October 2001 here in Halifax. The project is a unique partnership of government and the private sector and demonstrates a model for future project activity.

This Project has received funding through the Canada/Nova Scotia COOPERATION Agreement on Economic Diversification. The Agreement is managed by the Atlantic Canada Opportunities Agency and Nova Scotia Economic Development. ClimAdapt has received ACOA funding to support this cross-sector initiative. Contributions cover the cost of fees for a Program Coordinator over a one-year contract, as well as administrative/operational costs incurred.

(HRM) Halifax Regional Municipality

The Halifax Regional Municipality has joined the FCM (Federation of Canadian Municipalities) "Partners for Climate Protection (PCP)" program, making a commitment to a 20% reduction in greenhouse gas emissions (GHG) in municipal operations from 1990 levels. Climate change and GHG issues are also under consideration in the context of the HRM Regional Planning initiative. HRM is an integral member of the ClimAdapt network.
